1. What are the criteria for becoming a Member of NSUI?

(i) The aspiring Student must be less than 27 year old

(ii) The student must be studying for One years Course or more than One years course, after passing the 10th/12th Examination ,(Diploma/Degree courses) as a
regular student of a College /Institute/University recognised by the State/ Central Government.

(iii) The student, who is studying in the “Study Centre” etc. of College/Institute/ University, under Distance Education Pattern , shall not be eligible.

2. What is the Membership Fee Structure?

Primary Membership Fee = Rs 5/- (Rs. Five only) for Physical Form and Online membership (Mobile app - with NSUI available in Android & iOS / Facebook/
website- www.nsui.in)

Active Membership Fee = Rs 50/-( Rs. Fifty only ) for Online membership (Mobile app - with NSUI available in Android & iOS / website- www.nsui.in)
& Rs 100 (Rs. Hundred only) for Physical Form inclusive of ten Primary members

3. What documents are required to be submitted along with the membership Form?

(i) Photo copy of photo Identity Card, showing issued by the College/Institute/University for current Academic year.

(ii) In case copy of document, as mentioned at (i) above, has not been issued by the College/Institute/University, in that case, alternative documents -
Copy of Fee Receipt of current Academic Year with the copy of Government approved Photo Identity Card such as- Passport/ SSLC/
Secondary/ Higher Secondary Certificate issued by the Concered Board and Contain the Photo of the candidate/ Driving Licence/ Electoral Photo Identity
Card/ PAN Car/Aadhar Card (Aadhar Card Ack. Slip not acceptable).

The Original Document(s) mentioned above shall be produced by the candidate(s) to District Returning Officer for verification and return.

4. What criteria a candidate must required to fulfill to contest the elections?

(i) Member must have resigned from all other posts of the party before filling the nomination for any election.

(ii) Member can contest only from the place (District) where he/she is studying (College /Institute/ University falling within the concerned
District) and not from his/her place (District) of permanent residence.

(iii) Any member who has been charged with an offence punishable with an imprisonment of 5 years or more will not be eligible to contest elections
irrespective of whether he/she has been convicted or if the Court has taken cognizance of the case and a charge- sheet has been filed in the case.

(iv) Besides, those Members who have been convicted for any offence /offences as detailed in Section 8 of the Representation of the People Act, 1951 will
not be eligible to contest election. If any candidate feels that the case is politically motivated, he/she may appeal to FAME, whose decision will be
final.

*Nominations to be taken for three post only i.e President, General Secretary, Secretary. *The post of Vice-President will be filled by the candidates getting second and subsequent highest number of votes in the contest for the post of President.

7. Tenure of Committees:

The tenure of all elected committees shall be two years or till conducting of next organizational elections, whichever is Earlier

8. What is the election System?

The election system is a no-loser system’. The list of Contesting Candidates is pasted on the wall of the polling booth/venue.
A voter can write the name of only one candidate as per post nomination on the ballot paper. The position in the Committee for each post is determined with
reference to votes obtained by each candidate which have been enumerated as follows:-

(A) Structure of District Committee:

Note:

• “Open” means a candidate belonging to ANY Category.

• Candidate must provide documentary proof (Caste Certificate etc.) to qualify for reserved post meant for SC/CT communities.

10. What is the minimum number votes, a candidate needs to get to win a post?

District Committee 5 Votes for President and 2 Votes for others.
State Committee / National Delegate 5 Votes.

NOTE:

For District & State Committee, if nobody gets minimum 5 votes, the post of President shall remain vacant and the candidate with the highest number of
votes will elected as vice- president as per criteria enumerated above.

  • In case of tie, winner will be declare through toss .

11. What is the Minimum Polling Percentage (%) required for an Election to be treated as Valid?

13. Documents required for claiming Fee Concessions:

14. The post, which has not been filled by an election process,

shall be remain vacant and the same shall not be filled subsequently through nomination process.

15. The elections for the District Committees, State Committee and National Delegates will be held simultaneously

16. Canvassing and Campaigning:

In general, all contesting candidates must follow the Model Code of Conduct and polling venue rules published by the Election Commission of India. The
Candidates shall also need to follow the below Code of Conduct for campaigning:-

(i) All the hoardings shall be in the prescribed format (which can be obtained from the PRO) and shall not be more than 3’X 3’ in size. The hoardings shall be
displayed only at the authorised places and not in public/private properties/place, which can cause defacement of public/private property. No other format
for hoarding shall be allowed. Printing of Handbills is allowed . No photos of any leader(s) can be used in handbills or in any other publicity material.

(ii) The printing material should not state anywhere that the candidate is aligned to any Senior Leader or no Senior Leader should seek or try to represent
the candidate.

(iii) The candidates should not appeal for votes based on community, caste or religious sentiments. The candidates should not write/speak negatively,
incriminating or provocatively about any other candidate(s)/person(s)

17. Foundation for Advanced Management of Elections (FAME) has been entrusted to look into the grievances and disputes of the members/ candidates and settle
all such election related complaints promptly after proper verification as they deem fit .FAME reserves the right to take action including disqualification
from election process against any candidate who violates any of the rules stated above and not stated above, in case candidate or his supporters act in any
manner, which violates the basic principle of providing a free and fair chance to every one to participate in the election process. The decision taken by
FAME will be final and the candidate / Members will have no right to raise the issue before any other forum so that the elections can be completed without
any disruption/ delay.

18. Polling Day:

(i) Candidates should instruct their supporters and voters to bring Government issued photo Identity Card, in Original for voting along
with college photo ID card or Fee Receipt of current Academic year in case college photo ID card has not been issued by College/institute/university . No
one will be allowed to Polling Booth to cast the vote without the production of authenticated Original documents to the satisfaction of Polling Officer.

(ii) No posters/handbills/banners will be allowed within 200 meters of the polling venue ( Premises).

(iii) The candidate shall be allowed for casting his/her vote only.

(iv) Use of Mobile Phone in the polling venue(Premises ) is strictly prohibited and if any person found to be using mobile phone in the venue( Premises)
would be evicted from the venue.

19. Membership Forms/Nomination Forms:

The students can download the Membership Forms / Nomination Forms from NSUI website: www.nsui.in.

Photocopy of the Forms will be accepted.

20. Election related Complaints:

The complaints can be raised /filed only by NSUI members before District Returning Officer/ Pradesh Returning Officer for redressing of their grievances. No Complaint shall be entertained after the completion of State elections. The complaints must of accompanied with fee of Rs
500/- for district level and Rs 1000/- for state level elections ) ( In case of Draft in whose favour it is to be drawn is to be decided ) a receipt of
which should be obtained by the complainant from the authorised person in token of receipt of the same.

Only NSUI active member can file complaint at District level or State level elections.

The complaint shall be placed before the FAME for decision, if the NSUI election authorities is not able to dispose of the complaint. The decision of FAME
shall l be final and shall be binding to the all the concerned parties.

If any complaint is found to be false or fake, Strict action will be taken against the complainant by the organisation
